Use merge tool in ArcGIS to merge your line feature generated by polygon to line tool and your original line feature. Note: Spline-fit polylines return to their original shape when joined.Make your polygon to line feature using " polygon to line " tool in ArcGIS. Select one or more polylines, splines, lines, or arcs that are located end to end. If you selected a spline, line, or arc, press Enter to convert the selected object into a polyline. Select a polyline, spline, line, or arc to edit. Add a new field "ID" (Datetype:LONG) to the dissolved buffer layer, and transfer the "ObjectID" values to it. Dissolve the Buffer layer (Keep both "Create Multipart Features" and "Unsplit lines" unchecked ). Using the polyline layer, create a buffer (I created a 2 meter buffer with other parameters as default).
